1、项目名称:营口市奥林匹克体育中心。

2、项目建设规模:占地面积14万平方米,建筑面积5万平方米。其中:

综合体育馆:占地面积8万平方米,建筑面积3万平方米6000座位。馆外广场面积5万平方米(广场、绿地、停车场、机动车道)。

综合办公楼、教学楼、公寓:占地面积60000平方米,建筑面积19000平方米,绿地、操场(足球场、网球场、羽毛球场、篮球场、排球场、曲棍球场、垒球场等)41000平方米

体育公园:利用场馆外绿地、广场建设一个以体育为主题体育公园,具体包括健身休闲区、运动场区、儿童乐园、泉水景观等。

3、建设必要性:随着人民生活水平的进一步提高,营口市内综合性体育活动场所由于规模较小,设施落后,已经很难满足人民对体育文化生活的需求。营口市亟需建一个现代化的,集体育比赛、社会活动、健身娱乐、文艺演出、商贸活动、业余训练、商务及餐饮住宿为一体的大型综合性体育活动场所。

4、项目总投资:估算为1.0亿元,其中:

综合体育馆估算投资6000万元。

综合办公楼、教学楼、公寓估算投资3000万元。

体育公园估算投资1000万元。

5、经济效益分析:土地置换单位地价为1000元每平方米。如作为住宅小区开发,容积率1.4则建筑面积为70000平方米,单位建筑面积地价约700元,单位建筑面积工程综合造价800元,总成本为1500元。平均售价1800元每平方米,平均利润为300元每平方米,利润率为20%,利润额为2100万元。

8、地理位置、运输及通讯:营口市体育中心拟建在营口市黄海大街与市府路交汇处西,位于营口中心城区主轴线上。体育中心北面与营口市政府相望,西面与南面由大面积住宅区环绕,东面及东南与购物中心相连。周边可谓遍布着大型住宅区、行政办公中心、金融贸易区、体闲娱乐区,区位条件非常优越。此外,体育中心四周道路畅通完善,多路市内公共汽车线路经过体育中心。营口市有沈大高速公路、京沈高速公路及哈大高速公路通向其他城市,交通相当便捷,通讯设备完善。

2. Construction Scale: the covered area of the project is 140 thousand square meters, the building area is 50 thousand square meters, of which:

Integrated gymnasium: the covered area of the project is 80 thousand square meters, the building area is 30 thousand square meters. It can hold 6000 seats. Outdoor square area is 50 thousand square meters (including square, green land, parking lot and driveway).

Integrated office building, school building and apartment: The covered area is 60 thousand square meters, the building area is 19 thousand square meters, the area of green land and playground (including soccer court, racket court, badminton court, basketball court, volleyball court, hockey field, softball court and so on) is 41 thousand square meters.

Sports Park: Using outdoor green land and square to construct a sports park with sport as the theme, including bodybuilding and entertainment section, sport ground, Children’s Playground and water landscape etc.. 

3 Construction Necessity: With the improvement of people’s living standard level, it is difficult to meet the people’s demand for sports culture because of smaller scale and older facility of integrated sports stage in Yingkou. It is urgent for Yingkou to construct a large-scale modern integrated place with the functions of sport competition, social activity, bodybuilding and entertainment, theatrical performance, business and trade activity, amateur training, commercial affairs and dining and accommodation as a whole.

4 Total Investment: The estimated total investment is RMB 100 million Yuan. Of which:

The estimated investment of integrated gymnasium is RMB 60 million Yuan.

The estimated investment of integrated office building, school building and apartment is RMB 30 million Yuan.

The estimated investment of Sports Park is RMB 10 million Yuan.

5 Economic Benefit Analysis: The unit land value of land displacement is RMB 1000 Yuan per square meter. If it is developed as residential district, its floor area ratio is 1.4, its building area is 70 thousand square meters, the land value of unit building area is about RMB 700 Yuan, the Engineering Construction integrated cost of unit building area is RMB 800 Yuan, so its total cost is about RMB 1500 Yuan. The average selling price is RMB 1800 Yuan per square meter, the average profit is RMB 300 Yuan per square meter, the profit rate is 20% and the amount of profit is RMB 21 million Yuan.

8 Geographic Location, Traffic and Transportation and Communication: Yingkou Olympic Sport Center is planned to construct to the west of the node of Huanghai Street and Shifu Road in Yingkou and is located on the major axis of the city core of Yingkou. The north Sport Center faces the building of Yingkou City government, its west and south is surrounded by residential quarter with large area, its east and southeast is linked to shopping center. There is a mass of large-scale residential quarters, administration working centers, finance and trade district, and entertainment center around, so it has advantage of location. In addition, the road around the sport center can cross freely, many bus lines in the city pass by the sport center. Inside its territory there are many highways such as Jinshen motorway, Shenda motorway, and Hada motorway leading to other cities. Its traffic and transportation is convenient and prompt and its communication equipment is perfect.
