1、项目名称:集中供热站。

2、项目主要内容及投资规模:集中供热站可分为三期建设,其中:一期工程主要为北部工业1区提供供热服务,主要建设内容为:建设一座占地39100平方米的集中供热站,建设两台59MW热水炉、19座换热站及配套管网工程。预计总投资16397万元。二、三期工程为南部城区及北部工业2区供热工程,预计总投资15150万元。

3、建设必要性:随着盘锦船舶修造产业园建设速度的不断加快,目前园区入驻企业已达40户,以辽宁宏冠船业有限公司为代表的一批大型企业纷纷开工生产。同时,作为盘锦市第三个新型现代化新城区的城市商住、服务设施工程也已开工建设,为之配套的城市集中供热设施建设迫在眉睫。按照园区总体环境规划,为保证环境质量和热源供应,园区将采用集中供热方法,并对集中供热站的建设和运营采取市场化运作模式,由园区给予政策支持,投资企业自主经营。

4、经济效益分析及市场前景预测:按照目前入驻企业生产需求,一期供热、供蒸汽工程第一年投入生产可达到30%负荷,第二年可达到50%负荷,第三年可达到75%负荷,第四年可达到80%负荷,到第五至第六年可实现100%负荷。预计采暖面积172万平方米,供热收费价格最低按23/平方米计算。第一年供热、挂网、供气销售收入为7052万元,利润为4695万元,第二年销售收入为12026万元,利润为8202万元,第三年销售收入15897万元,利润为10467万元;第四年销售收入17436万元,利润为11538万元,第五至第六年销售收入可达到20768万元,利润12957万元。

5、投资方式:可采用BTBOTTOT等多种方式,具体可洽谈商定。

6、地理位置、交通运输及通讯:该项目位于盘锦船舶修造产业园,水陆空交通运输十分便捷,运费低廉,非常适合大宗物料运营企业生产。园区内综合服务设施齐备,通讯设施完善。

1 Project Name: Central Heating System Station

2 Main Contents and Investment Scale: Central Heating Station construction is divided into three stages, of which: first stage construction supplies mainly heating service for district 1 of northern industrial area, its main construction contents include a central heating station with area of 39100 square meters, two heating water furnace with power of 59MW and nineteen heat exchanging station and auxiliary pipe network project, total investment estimated is 163.97 million Yuan. The second stage and third stage construction are the heating project for southern urban area and district 2 of northern industrial area, total investment estimated is 151.5 million Yuan.

3. Construction Necessity: With the speeding up of Panjin Ship Building and Repairing Industrial Park, forty enterprises have settled in the park currently, a group of large-scale enterprises start working one after another with represent of Liaoning Hongguan Ship Industry Co., Ltd.. At the same time, as the third new type of modern urban area, commercial& residential projects and service facility project have put into operation. It is urgent to construct its auxiliary central heating facility. Based on general environmental plan, the park will adopt central heating system in order to guarantee environmental quality and heat source supplying, take the market-oriented operating pattern for the construction and operation of Central Heating Station, and offer policy supporting. Investment enterprises conduct autonomous management.

4 Economic Benefit Analysis and Foreground Prediction of Market: According to the producing demand of enterprises settled currently, first-stage heating and steam supplying project will attain load of 30% in the first year’s production. The load in the second, third and forth increases to 50%, 75% and 80% respectively. The load of 100% will achieve in the fifth and sixth year. The estimated heating area is 1.72 million square meters.  According to the lowest price of RMB 23 Yuan per square meter of heating charge, the sales income of heat supply, net working and air supply will be RMB 70.52 million Yuan and the profit will be RMB 46.95 million Yuan in the first year; the sales income will be 120.26 million Yuan and the profit will be RMB 82.02 million Yuan in the second year; the sales income will be RMB 158.97 million Yuan and the profit will be RMB 104.67 million Yuan in the third year; the sales income will be RMB 174.36 million Yuan and the profit will be RMB 115.38 million Yuan in the forth year, and the sales income will attain RMB 207.68 million Yuan and the profit will attain RMB 129.57 million Yuan from the fifth year to the sixth year.

5 Form of Investment: Various ways such as BT, BOT and TOT etc. can be adopted. Its concrete matters concerned can be determined by discussion. 

6 Geographic Location, Traffic and Transportation and Communication: The project is located in Panjin Ship Building and Repairing Industrial Park with convenient and prompt traffic and transportation by truck, ship and air, its freight charge is cheap, it is suitable for the production of a large amount of materials operating enterprises. The comprehensive service facility is all ready and the communication facility is perfect in the park.

7 Investment Condition and Proportion Offered by Both Parties: The Park can supply the investors with public complementary conditions such as land, the cost of investment is lower. In the meanwhile, as one of the coastal opening emphasis regions, the park can offer favorable supporting policy and service environment with high quality to the investors including revenue and fund etc.

8 Working Progress in Prior Period: The preparing working in prior period of project is under way currently. The plant location programming has accomplished.  The research project and type selection of equipment is preparing.

9 Construction Period and Investment Return Period: The first stage construction period of the project is one and half year. After the main part is completed, the project can put into operation while constructing. Investment return period is four years.
