1、项目背景:根据辽宁省委、省政府提出的大力发展沿海经济带、打造五点一线新的开放战略,充分利用锦州西海工业区的政策优势,将白沙湾行政生活区建成集行政、商住、旅游于一体的行政办公生活园区,成为园区未来发展的中心区域。

2、地块位置:白沙湾行政生活区位于锦州西海工业区西海大街以北、华山路以南、三角山(老龙头)以西、渤海大街以东,规划开发面积11平方公里。处于秦沈铁路客运专线、京哈铁路和京沈、锦朝、锦阜高速公路以及102线国道交汇处。交通十分便利,是锦州城市南扩、重心南移的承载区。

3、地块用途:白沙湾行政生活区集行政、商住、旅游于一体的行政办公生活园区,园区未来发展的中心区域。

4、项目前期工作进展情况:国际知名企业新加坡裕廊集团负责园区的规划设计,目前总体规划已编制完成,控制性详细规划正在抓紧编制。政策性贷款落实到位,国家开发行已同意将包括白沙湾配套生活区在内的西海工业区纳入贷款投向范围,并与西海工业区签订了先期16亿元的贷款合同,前期3.8亿元贷款已经到位。

1 Project Name: Baisha Bay Administrative Living District

2 Project in Brief:

2.1 Project Background: Based on the opening-up strategy for developing coastal economic area and “the circle line of 5 spots coastal economic area’’ issued by Liaoning Communism Party Committee and Provincial Government, we will take full advantage of encouraging policy of Jinzhou Xihai Industrial Zone to construct Baishawan Administration and Living Zone with the functions of administration, commercial& residential and tourism as a whole, and become the developmental core area in the park in the future.

2.2 Geographic location

Baishawan Administration and Living Park is located to the north of Xihai Street, to the south of Huashan Road, to the west of Sanjiao Mountain (Laolongtou) and to the east of Bohai Street. It covers a planed area of 11 square kilometer, and lies on the node of Qinshen Railway line for passenger traffic, Jingha Railway, Jingshen motorway, Jinchao motorway, Jinfu motorway and State-level road No.102. Its traffic and transportation is convenient, and it is the core area for expanding Jinzhou district to south and shifting the development center to south.

2.3 Land Use: Baishawan Administration and Living Park is administration and living area with the functions of administration, commercial& residential and tourism as a whole, and become the developmental core area in the park in the future.

2.4 Working Progress in Prior period

Singapore Jurong Town Corporation, an international famous enterprise, takes charge of the conceptual design of the park. The general planning has completed currently. The control detailed planning is going on. Policy loan has been fulfilled. National Development Bank has given promise of based-policy loan orientation to Xihai Industrial Zone including Baishawan auxiliary living area and has signed the loan agreement with sum of RMB 1600million Yuan with Xihai Industrial Zone in the prior period, of which, RMB 380 million Yuan has been provided.
