一、项目背景和企业背景
    中国是一个农业人口大国，农业问题关系到国计民生。而武汉市是中国特大中心城市，区位优势突出，交通便利，历来都是长江中游最大的物资集散地和商业贸易中心，十分具备农产品流通和物流配送枢纽建设的条件。
2002年国家出台了《关于进一步加快农产品流通设施建设的若干意见》，从政策上支持农产品流通设施建设。根据这一精神，为加强农产品市场流通环节，武汉市供销资产经营公司提出了农产品市场物流配送系统建设项目，本项目有助于推动国家农业产业化的发展，将得到国家政策和资金的扶持。我司目前已初步形成从基地、加工、配送到市场的产业链条，为项目的建设奠定了基础。
武汉市供销资产经营公司是武汉市供销合作总社的全资企业，于2002年5月成立。公司总资产13.63亿元人民币、注册资本2.78亿元人民币。主要从事项目开发、投资、融资、招商、资本经营等。公司现有控（参）股企业15个。

二、项目内容及规模
    项目将建成以农业基地和农产品加工为基础，以现代交易、结算、信息技术为支撑，以现代物流配送为依托，全流程采用冷链技术支持的农产品市场物流配送系统，引进世界一流的物流管理和技术，打造全国知名农产品供应商。项目年设计配送能力将达到80万吨。
主要建设内容包括：农产品物流配送中心、农产品检验检测系统、农产品加工中心、农产品信息发布及网上交易系统、农产品现货交易区。

三、项目总投资
    项目投资1.477亿元人民币。

四、市场预测
    武汉市人口800多万，生鲜食品年消费总量为146万吨。近年来，跨国超市连锁企业沃尔玛、家乐福、麦德龙、易初莲化纷纷抢滩武汉，目前，武汉市已有营业面积5000平方米以上的大型超市46家，生鲜食品年销售总额为100亿元人民币。随着政府关于集贸市场改超市计划的推进，生鲜食品超市采购呈不断增长趋势。而且，武汉市有大专院校40多所，在校生30多万人，生鲜食品需求量也很大。同时，我司参与投资建设的湖北三五醇食品加工园，主要生产即食菜肴、生鲜配菜和冻干食品，产品供应武汉及全国大中城市超市，并出口日本和欧美市场，投产后第一年可实现产值人民币3亿元，全部建成后年销售额可达人民币17亿元，该项目可与其配套服务。

五、经济效益预测
    本项目经营收入主要体现为农产品初级加工及物流配送两个方面的收入，达产后年利润人民币1500万元。

七、项目建设进展情况
    本项目已通过湖北省计委批准立项，正在通过国家发展改革委员会审批立项。为了与湖北三五醇食品加工园对接，紧邻该园征地300亩工作已完成，项目的规划、设计和招标工作正在进行中。

Wuhan Produce Market Logistics and Distribution System

Ⅰ Background 
China is a big country with a large agricultural population, The agricultural problems concern the national economy and the people's livelihood. And Wuhan is the enormous key city of China, the location advantages are outstanding. It is always the most heavy commercial trade and distribution center in the middle reach of the Changjiang Rive. It possesses the mature term of construction of produce distribution hinge. 
In 2002, the country had issued the document of " several suggestions of accelerating the agricultural product circulation's facility construction further". It is helpful for driving the development of national agricultural industrialization so as to receive the support of state policies and funds. We have formed industry chain from non-polluted produce base、processing and packaging、distribution to market that lay the foundation for the project.
Wuhan Supply and Marketing Assets Management Corporation was established on May, 2002. Its total property is1.36billion Yuan (164million US＄), and the registered capital is 78 million Yuan(33.5millionUS＄).It is engaged in the development, investment and financing, management of the project, attracting the foreign capital and advanced managements and technologies, the capital operation. Owning 15 holding (share) enterprises.

Ⅱ Construction content
The goal of the project is to act as the famous farm produce provider with the processing , distribution, sale and information releasing of produce in China by structuring produce market logistics and distribution system, based on the agricultural base and processing of farm products, regarding modern trade, information technology as strut and the backing with the modern logistics and distribution.
The logistics and distribution center, the food quality-controlled system, the processing center of produce, the information releasing and e-commerce system of produce, the exchange area of the on-hand produce will be constructed in the project.

Ⅲ Market analysis 
The fresh produce market space is enormous .The transnational commercial giants like Wal-mart, France Carrefour, Germany Metro, Thailand Lotus have entered Wuhan and the supermarket industry develops rapidly. There have been 46 large-scale chain supermarkets of the business area exceeding 5000 square meters. The annual sales of fresh food was 10 billion Yuan (1.2 billion US$). The annual consumption of fresh food in Wuhan is 1.46 million tons. With the enhancement of peoples' living standard and the consciousness of health progressively, the purchase way is changing, more and more people would like to buy fresh food in supermarket. with the local government's policy of the supermarkets replacing traditional open byproduct market. And there are more than 40 universities and colleges, more than 300 thousand university students in Wuhan. Moreover, the project will form a complete set and serve Wuhan Supply and Marketing Food Processing Park that we have invested, specializing in producing the instant Chinese cooked food, fresh clean vegetables and meat, frozen-dry food, its products being supplied to the nationwide supermarket and exported to Japan , America and Europe, its estimated output value in the first year will reach 300 million Yuan( 36.15 million US＄ ) and its sales amount after all the three phases' constructions will be 1,700 million Yuan ( 204.8million US＄).

Ⅵ Estimated profits
The operating income of food quality-controlled system and information issuing system online will not be calculated because they belong to the social public welfare project. The income of the project mainly embodies the incomes of elementary processing and distribution for agricultural product. It is estimated that the annual income will reach 163 million Yuan(19.6 million US＄), and the profit will reach about 15 million Yuan(1.807 million US＄ ).

Ⅶ What we have done and have been doing
The project is approved by Hubei Province Plan and Development Committee and being examined and approved by State Reform and Development Committee. The land taking up the area of 20 hectares on the project has been taken over, close to Hubei Sanwuchun Food Processing Park. At present, the design and the invitation of public bidding are on-going.
